Does anyone remember playing that game? It was on PBS Kids in the early 2000's and also had its own site. I played it so much when i was little and imagined a lot of weird stuff when creating a character. I can't find any videos about the website, just parts of the show, and only a few pictures.
One thing i really remember on the website is a funny voice that would say something when you removed something from your character. When you hover over the "remove" button it would say "No hair" or something like that. I remember the voice saying "no glasses". There was a lot of unusual options, like green or purple skin, superhero costumes, an igloo in the middle of a desert, and also a way to remove the eyes so they're dots.

In case you didn't remember, Panwapa was a show created by Sesame Workshop that aired on PBS Kids Sprout. I think that part of the official Panwapa website was where you could create your character, a "Panwapa Kid". You could also build a home for the kid, and interact with the Panwapa characters and visit other Panwapa Kids from other countries, as well as exploring Panwapa itself. I never watched the show, but I did hear of it from the PBS Kids Sprout website.
Fun Fact: the character Bill the Bug was a renamed version of Bug from The Adventures of Elmo in Grouchland, and he was even puppeteered and voiced by the same guy!
