In a 9To5Mac article published on April 27th 2021, former Apple employee Scott Forstall said that Apple tried to help Adobe port Flash & maybe even Flash Player to iOS but the results were just embarrassing.

We all know that the iPhone, iPad & iPod Touch never included support for Adobe Flash, but before these details were revealed, Steve Jobs' Thoughts on Flash open letter claimed that Flash was never worked on for iOS due to the future being HTML5, yet Forstall mentioned that Apple tried to help Adobe port Flash to iOS, but the performance was so terrible that the project to port Flash to iOS was quietly cancelled altogether.
It is unknown when this planned iOS version mentioned on that 9To5Mac article was being developed at the time, but I speculate it was being developed between 2007 to 2010, at least with the launch of the iPhone & iPod Touch in 2007, the launch of the iOS App Store in 2008, and the launch of the iPad in 2010, way before Steve Jobs published the Thoughts on Flash open letter. But because of the results that were performed with the proposed iOS port of Adobe Flash, I speculate that it was likely cancelled in either November or December 2010 after the criticism Adobe got, and later on Adobe permanently cancelled all development of the mobile versions of Flash altogether in November 2011, effectively cancelling further plans to port Flash officially to iOS.
Since Adobe Flash Player has been discontinued outside of Mainland China, and the fact that web browsers no longer support Flash content since the rise of HTML5 & HTTPS, it is likely that all official materials including builds of the planned iOS version of Adobe Flash is lost beyond what was mentioned on that 9To5Mac article.
