Short kids film, girl in a haunted house with doll

I suddenly remembered this but have no idea the name of it or much about it, I saw this movie when I was about 8 or 9 in the 2000s. It came on some obscure kids tv channel late at night.
It was a fairly short animated movie, I think maybe eighty minutes max. It involved a small young girl with purple hair and a black dress, it started with her playing with a strange doll. The doll in question was porcelain with rosy cheeks, wide eyes, a big weird grin. It looked very creepy, especially with the art style. The girl's mother came in and told her to go outside and make some friends, the girl responding with something like "the doll is my friend" but the mother sent her out anyway
This is where my memory gets really blurry as the girl wanders off to this strange house, asks her doll if she could can go outside which she rises the doll up to her ear and the doll supposedly answers (she did this a lot throughout the film) she goes in and runs into a lot of strange unusual things. One is a room that's a bottomless pit, another one with talking portraits, another room full of weirdly drawn stuffed animals that attempt to steal her doll, but the one I remember most clearly was this room with this women completely dressed in white they kept touching the girl and asking her weird questions like when the girl bathed and stuff like that. I don't remember how but the girl escapes with the help of another girl that was trapped in the house, losing her doll in the process, and later she invites the girl to her home to show her the friend she made.
That's all I remember. Hopefully, someone else knows this and can tell me if I'm misremembering some things
