That's what I was thinking too lmao, it really seems like a dumb cereal commerical or something, though from what I've seen, those are usually animated, so I'm not too sure.
I second everyone here that it seems to be a commercial. Perhaps a food commercial? Some sorts of food targeted at children, those are my thoughts
it looks like a commercial to some kind of candy or cereal for me, though searching up something like "90s genie commercial" will mostly just lead you to tim tam commercials or the game genie
