According to the fan site Rugrats Online, there were at least 15 episodes that were canned or totally redid at a later date. The site owner claims to have gotten this info from a book of fax messages they bought off eBay. I feel like the site owner is making this sound more interesting than it actually is. Like the user above me stated, the missing episodes are probably unused drafts or something similar.

Or maybe the person is probably misremembering some other shows that have somewhat similar plots.
Eh, I don't trust old fansites, especially since they often spread misinformation about the shows (remember that fake "3 Men" MTV Ed, Edd, and Eddy pilot).

Oh yeah, that. That wasn't all though. There was also that rumor of a 4th Akazukin ChaCha season that would've been about ChaCha now being the grown-up princess, & new evil prevailing, but honestly, considering the direction the 3rd season, & OVA were going, the 4th season would've probably been just the same as the 3rd season with no overarching story, the comedy not being as solid as the 1st, & 2nd seasons, etc., but only worse. MUCH WORSE. Like it's probably going to end up worse than seasons 6-8 of SpongeBob SquarePants.
Speaking of which, there were rumors of some wild adult jokes that weren't in the actual show such as "no more getting nailed", or "please tell me that's your nose". There was also the rumor that the secret formula was revealed at the end of the original airing of Krusty Krab Training Video, but that never happened as it would ruin the joke.
How about the rumor that the 2 main characters of Scooby Doo, Shaggy & Scooby were stoners? No they weren't.
Heck, how about the supposed finale of the Dungeons & Dragons 80s cartoon that involved the characters going to Hell, & dying on a rollercoaster ride? That didn't happen. The actual finale was never made, & it involved them choosing to either return back home, or keep fighting.
There was also the time that the Italian page for Baby Looney Tunes was edited to talk about episodes that were "banned in Italy" for being darker than the other episodes, reportedly about Zeno, Sylvester's evil twin who wants to kill his brother in order to take over the world. There was literally not even any evidence that they aired in any other country at all.
There were also rumors of a darker direct-to-video Dragon Tales special called "Too Hot For TV!" which featured one of the characters being disgusted in such an idea. This rumors sounds like it was written by some immature teenager who was having too much fun fapping to pictures of the characters for some messed up reason.
Oh, & there was that rumor of an English dub of Urusei Yatsura called Cosma the Invader Girl. Never forget about that one.
Of course we also have Saki Sanobashi, or Go For the Punch as well, which you probably are already aware of by now on how much of a mess that is.
And I shall not forget about Space Cats. HOOOO BOY, that show is basically Rumors: The Show. Like seriously, this entire show is just filled with TONS of rumors surrounding it with almost no sources at all, & those sources tend to be questionable, & anymore "information" I could find on the show just raises more questions, & gives me no answers at all!!! You should check out the Lost Media Wiki page on it, & some of the comments I made on it. Trust me, it gets WILD on how 95% of the info on the show is just so questionable beyond belief.

I'm just replying to someone saying that these episodes might be fake news since he doesn't trust old fansites, & even gives out another example of this.
rugratonline has been online (heh) for....a really, REALLY long time and i wonder where the siteowner is now and if we could contact them to ask for any visual evidence of the fax messages. surely they have to be active somewhere since the domain has been active for over 2 decades at this point
