I tried making an account the other day, and it seems like once you make an account, you need to do one of the following to gain posting permissions:
1. Get referred by someone you know on the forums
2. Donate to their PayPal $2
3. Be a employee of game manufacturer or major museum

That most likely leaves the forums as not an option for us

As in the email I sent before? They haven't responded yet, but I could try the other email of theirs I found if they don't reply within 2 weeks after the email is sent

Searching terms in Japanese hasn't given me any related results so far, and neither has Konami's website web archive.

A few discrepancies from the links as well:
- The GameFAQs link mentions "Youlide-Chui nu" as it's Japanese title, but IMBD states that's the title it's referred to in "Hong Kong (Cantonese)," but I cannot back this up as I don't speak it....
- The KLOV site having it titled as "ザ・パワーパフ・ガールズ," or "The Powerpuff Girls", doesn't line up to it's actual localized name, "パワーパフガール," which is simply "Powerpuff Girls."

Heres different forum post on the subject, who come to the conclusion that it's likely fake:
