Have you tested it in Win2000 yet?
That I haven't actually done yet, since I figured that it's just the screamer and nothing more. I could still give it a shot though. However, I don't have a 2000 VM at the moment so it might take a while for any results to come up.
EDIT: Got around to testing it in a Win2000 VM and even tried looking through the contents of the .exe itself, and I think it's safe to say that it's pretty much an unmodified version of the program and that this whole thing was likely just an interesting way to show off a new piece of found media (even though i'm pretty sure it wasn't even lost in the first place).
