Maybe it’s like that WGBH PBS Kids 24/7 bumper with Tank by the Seatbelts playing as background music. It eventually got found. LSuperSonicQ knew he wasn’t dreaming when a Tweet came online with a portion before it fully got lost.

While I still believe there's enough accuracy about this topic to believe it's real, I do agree that age plays a role in how accurate our memories are when it comes to remembering things like this. The Cowboy Bebop bumper is something I saw in my early 20s so I knew I wasn't misremembering but in contrast I have so many memories of things I believe I saw as a kid but have never found or doubt my own recollection about.
I can't remember if OP stated how old they were when they saw Charlie but if they were a kid it would be something to consider overall. However like I said I still think there's more reason to believe this is real rather than it being anything else. It's too bad we don't have any leads yet because I think that's the biggest issue, I suppose we could look for PBS people to contact that helped run the station in the Indiana area but it might be too vague.
One time, I remember a bumper on my and LSSQ’s local PBS station, and it had a humanoid book losing his pages and asks someone to get them. It was even older than the Tank! bumper. The Tank bumper was like about 6 years ago. I didn’t even remember hearing that bumper but this thing, I do recall like Shake It Off by Taylor Swift and All Together Now by The Beatles as background music. It's at the exact point.

IPBS sounds like a good lead. If it covers PBS stations throughout the state of Indiana, it might be able to help regardless of whether OP was on the Cincinnati or Illinois side of Indiana. Another thing to look into would be the Cincinnati PBS station, because its signal might carry into Indiana.

That was something that bothered me when I got to this thread from Youtube. It seems a very odd mistake to say you lived near "an area bordering Cincinnati, Illinois." I would never in a million years say which state I bordered incorrectly. To me it looked like he was making up a location, trying to decide whether he should say he was near the Ohio or Illinois boarder, and accidentally combined the two. Only other explanation I can think which is far more charitable is OP moved several times, and misspoke about his location. Which calls into question whether the Charley dub could have been seen somewhere else entirely, perhaps in a different state. If OP comes back, they can confirm. It seems too strange to just be a troll post.
I have access to various online newspapers and could look for a general television listing as presumably both Caillou and Charley airing at around the same time, but all I could find was Caillou sometimes airing at the same time as Disney show "Charlie and Lola".
I think it's strange that an American would say "Cincinnati, Illinois." But, I suppose it might depend on one's age, or experiences.
There was a post where OP said the Charlie version was on a different channel, on cable. I'm not an expert on cable by any means, so I'm not sure what's going on with that. Maybe it was another local PBS station, or a public access station, or something I haven't even thought of!

If this was a person not familiar at all with American cities and geography beyond what they hear from movies and media, and they were picking a random city just to make up a story, they would either say something vague like "around Cincinnati" or "outside Cincinnati" without any other reference points, or they would be looking at a map and get every detail correct. There is a "Cincinnati, Illinois". Cincinnati Township in Tazewell County, Illinois. A person who's actually from there or familiar with the area would know if they only said Cincinnati, everyone would immediately assume Cincinnati, Ohio.
However, Cincinnati Township is almost smack dab in the middle of Illinois and isn't near any bordering states. So there's that.
My general rule for lost media is if only one person remembers it or there is no proof of it out there, it's likely fake.
The fact that it has been two years since this thread was made and no new proof has come out about this supposed dub unlike other lost media topics that were only remembered by one person like The Wire and Albert and Sidney makes me agree about this being fake as well
