I am in the US, but I do not feel comfortable going to a library in person just yet. Even so, no libraries near me have it. I can do some research on those people who edited the DVD and try to reach out, however.
Would leaving a comment on Dan Zanes's YT channel be an option about this? He seems active upload wise there
EDIT: Amazon seems to have it for $4.63 USD. Looking at the reviews from amazon, someone seemed to mention another DVD collection "The Fine Friends Are Here". Perhaps the Playhouse Disney shorts are scattered over multiple DVDs? Will make another edit when I find more info www.amazon.com/Dan-Zanes-Friends-Kitchen-Concert/dp/B0009ZDIU0

WorldCat states that the above DVD (Fine Friends) was from a live concert, so that is a dead end. On Amazon I could only find those two DVDs.
you can do interlibrary lone if your library offers it. I have done it in the past when no library near me had a copy of something. They will contact the nearest library and request to barrow it, then put it on hold for you either for free or a fee. It's the best way to do it if at least one library has it. It may take a while depending on how fast your library system and the lending library communicate. EDIT: Use this link WorldCat for all the DVDs available
Ok, here is a unexpected but maybe dead end lead I found while minding my own business on the internet.
I was watching a YouTuber's newest video (https://www.youtube.com/watch?v=eU4dIovQLjs). This video was about looking through some VHS bulk lot he bought off second hand. At 0:40 of the video, you can see a tape labelled "House Party". Could this be the show we are looking for? If so, I could use the business email on his profile asking for him to check the tape or other way of contact.
One concern I have about that VHS being the show tho: When was the VHS phased out? I am pretty sure DVDs were the big thing the early 2000s (time this show aired)
EDIT: The clip of "Down in the Valley" (https://www.youtube.com/watch?v=pk6ZVAknlSQ) has at the beginning the original air date (3/15/2005). Is it possible it was reran for a long time, hence the 2008 recording date for Malti?

You could try contacting him, but I doubt it's the show we're even looking for, there's multiple shows and movies named House Party.
And also VHS were phased out in the mid-late 2000's when this show we're looking for was being aired so that's probably a dead end anyways.
I have done some digging and I have contacted as many of the editors of the DVD as I could find online. I'm hoping at least one of them will reply.
Is it not available to purchase?

I re read what you wrote and I'm sorry I got confused earlier. I will see what I can do on Thursday at my local library and see if they can do the library lone. If not I will contact my old library and use there system to get the dvd if there are some librarys that have DVDs labeled with Dan Zane.
If I can in fact get a copy of all the DVDs, what would I be looking for?

I am not sure how library DVDs work, but is it possible to record or rip library DVDs. Or is that not allowed?

The clip you found of down in the valley is different from the one I found. www.youtube.com/watch?v=2KHdEwzr0KI and it contains very helpful information at the beginning of the video

It would be like ripping anything else. For preservation sake I would do it. I just want to know what I would be looking for.

Hmmmm, your clip you found seems to be higher quality. Compare 0:14 of your video and 0:35 at the video I found and you can see what I mean. Imma see if this channel has more Dan Zanes House Party.
EDIT: For some reason this channel doesn't have a search bar.
