Here is what the big man himself told me when I asked him about it (before the shit hit the fan):
Edit: Something else interesting he noted during that whole wild exchange:
Well that closes the book on a Bunny's Tale. Shame, I wanted more out of that franchise. There really are no Easter movies and this could have been the Sharknado of Easter films.
There is a Tim Hill's flick called Hop starring Russell Brand from illumination, is a piece of shit but not at the level of Colin Slater animations.
Yeah I agree, it would be really cool to get any kind of material from it. Also did we know Dinosaur Island II existed and was 90% complete? That sounds like something we could actually watch.
I'm wondering if they ever fully rendered Dinosaur Island II or if it's just on someone's hard drive collecting dust.
For a long time i thought that here was the continuation, a oggielove type of bunny, animated slightly better than the Colin's Style and ask the audience to do shit like if it was Dora Explora. The short has 5 minutes and play eurotecno like Darude Sandstorm.
Maybe it has something to do with the actual content.

Well...in the very least, can the animation team send us what they had completed for “A Bunny’s Tale”?
I’d still like to see it; it doesn’t matter to me how much of the film was finished.
Started could mean a number of things. A script could have just been finalized, storyboards were starting, or maybe they did start on the animation. But who knows just how far they were in pre production or actual production. I'd honestly assume at the very least there was a story completed or at least being workshopped. Maybe models and probably concept art. I'm not saying no animation, but started could mean a number of things.

That thing is kinda creeping me out... I don't think if they had any test animation it would be public though

I had figured they started production on it before BiS aired, but I couldn't even guess as to how much work was done on it before the project was cancelled. Granted, I am still not sure A Bunny's Tale aired anywhere, considering the only evidence we have to support that notion is a couple of old newspaper clippings, and those aren't even guaranteed to be accurate listings of what would have aired that day. (The newspapers have to add the disclaimer that listings are subject to change for a reason.)
On the other hand, it is highly unusual that those stations were planning to air the special.
Here's my guess. At the very least, production materials exist. Any station which still intended to air the special so much as to advertise for it so close to the intended date must not have gotten the news that the special had been cancelled. This kinda implies that the special had been quietly cancelled without informing them at all. Kinda in-character for a studio like Wolf Tracer don't you think?

Yeah like I said before, there's probably some proof of product but it really could be anything. I mean think about how much of a shock the Christmas special was to the last investors, they obviously weren't checking in and I have to assume these stations were also not checking in. There's probably a script in the very least, maybe more, but we just don't have much indication on which stage of production they were in.
Here's a breakdown of the pipeline for 3D animation. I mean Wolf Tracer studios was probably a mess, but they more than likely followed a pipeline model to some degree. I would like to know if they had planned on re-using models or made new ones. If a model of the Easter bunny does exist, I'd love to see it.
The protagonist claim to know nothing about any sequel, so as far as it went, at the very least it never made to the voice acting, which is a one of the very first steps, one before even take the drafts of the paperwork.
Actually it wasnt even produced, they only made a draft, but shortly after that the studio who made believe in santa shutted down so it never got produced.

Well it's not the very first step, a script would come before voice acting, and before a script, concepts would be tossed around (artwork, ideas). A script could have been written, especially since they advertise the sequel at the end of the first movie.
But with all of that being said, I sorta think these projects were done in a disorganized fashion and I wouldn't be surprised if they were like "let's do a Easter one" and then had no concrete plans for it. All we know is that it involved the Easter Bunny, which means there could be art of the bunny, maybe even an animation model (in 3D you don't need to wait for voice work to create and rig a model).
Edit: By create a model and rig, understand I don't mean animate. Just basically setting up 3D model to be animated. Although I don't know how good quality the lip syncing was in Rapsitie Street Kids was, and again I just think the production was a mess, so I wouldn't be surprised if they did things in a weird order. Also I don't know if there's any proof of concept, just saying it's possible.
