Judging by the icon on their jerseys, this was made for the Nashville Predators (which makes sense seeing as Big Idea used to be located in Nashville).
After figuring this out, I decided to see if the Nashville Predators ever announced this on social media. While searching, I came across two tweets from around April 2012 and January 2013:
So according to these, this wasn't a sport pumper, but a full-length safety video.
I also managed to find the Twitter profile of the guy who animated it: twitter.com/slimboTweet
He probably won't be able to share it due to copyright reasons, but he might be able to give some info if someone DMs him.
I found some useful information about the videos and such. From looking at many different posts on different websites they have mentioned the videos OP is talking about. Judging by the video of the animation reel posted by the creator some of the character models where bought. I'm assuming, since VeggieTales is licenced, that he had to buy them from the original creators of VeggieTales to be used for his pumpers. I can also gather that it is in fact 2011 when the hockey pumpers where made. I also gather by the length of all the other shorts that the hockey pumper OP is referring too is not a safety video of length, based on the two people's comments on Twitter, because the safety video mentioned on Twitter is infact just a short clip and from a general persons sandpoint would call it a video instead of a clip because that's just how I feel Americans talk in general when tweeting.
There was a VeggieTales game called Donut Puck that could be related or came because of the hockey pumper but that's just a wild guess.

Pretty sure the character models weren't bought, since the person who founded slimboJones was a former VeggieTales animator before Big Idea went bankrupt. Also, the game you're referring to was made over a decade before the pumpers.
Most likely, but I could be wrong. The other sport pumpers that have been uploaded seem to have been for incidents during the game, like "Stolen Base" or "Slam Dunk".

you are right on both those parts but all other information is correct
