I've been running down possible leads this afternoon and I figure I'll make a list of the ones I've ruled out so far, for anyone joining late. It could be leading me in the wrong direction, but OP seems pretty sure about the villain "call-in" educational quiz, so I've focused on that. I'll update this list as I find more.

I think it is Reality Check and I think I just misremembered the character giving the quiz as a villain. The room the kids are in looks familiar as I remember it being somewhat dark. The time frame and nature of the show lines up.
Something was definitely arousing my suspicions about that one! Every other one of those shows was easily searchable and pretty well documented. Other than the 2-3 episodes on youtube, Reality Check is pretty much lost media. Nobody's even certain about all the episode names or contents. However, if we take IMDB's word for it, this is the lineup:
"Light Show/Every Comic Tells a Story/Space" sounds like it could contain your Neil Armstrong memory, and I have my suspicions that "Splitting Heirs/The Total Picture/Trendasaurus" could have your cartoon dinosaur. I only wish these episodes were available for watching somewhere online!
