It could something completely unrelated, too. It's somewhat impossible to know by the description since it barely has any info about it.

There's something written under the "absolutely disgusting". I think the first word there is "man*", but i can't read the rest.
* It can also be read as "jan". I think it is the abreviation of January.
It’s just “UPN 9 NEWS” constantly repeated in a transparent font. As noted in the video the image comes from a preview of upcoming stories rather than the actual report itself, hence why there’s no additional text fully shown below for context.
