I have found some potentially interesting information that I would like someone to corroborate. I downloaded the videos from youtube (using youtube-dl) and looked at the metadata. There may be other clues in the metadata, but of note was the Encoded/Tagged Time. For the hat shop videos (PMC and 5 Question Marks) these times differed greatly from their upload times.

Other videos I downloaded have their encoded times equal to their upload times. However, I have found that editing a video while it is up on youtube (through youtube's editor) causes the encoded date to change to the date the video was edited on. YOu cannot edit much with an uploaded video as far as I can tell, so I do not know if it would have been possible to completely change the content of the video. I also do not know if changing the description would cause the encoded date to change, or if it is possible these inconsistencies were caused by a glitch or update with youtube itself.

Yep got the same thing, although it doesn't prove it's fake it does prove that the OP isn't telling everything, or at least is hiding something.

Both 5?s and Pink Morning Cartoon have been altered slightly at some point (since you can't do much to an already posted video), which means something is up. I'm still trying to figure out the audio, just to see where it might have come from since it's most likely not part of the actual animation.

Is there no way we could contact moderators of the channels? Idk I'm new to this but this interests me. I personally think it's real and would love to see it found, as I used to watch the same type of crappy TV shows when I was a kid.

There isn't really that much odd about the animation or the song in themselves, although it is still a bit unsettling, it's all the other stuff surrounding it which just doesn't add up and highly suggests it's a fake - the timing difference or the distortion changing itself, for example. If someone was going to fake something like this it wouldn't make sense to intentionally make something that doesn't seem like it could be at least plausible, so it's the details that determine credibility, and in this case they don't make sense at all.

You get used to it. The searches I get involved in tend to have similar themes, and this ticks off almost all the boxes for me. This, it seems, right now is in some bizarre limbo in between real and fake.

I think looking for the audio is a good start, although I cannot find anything on "Everything's Coming up Spring." I also found an old reddit page asking about a different public access show in Columbus Ohio and I guess they managed to get ahold of somebody but the people didn't know what they were talking about.

I'm on the fence on whether or not this is real or fake. My reasoning for this is because the user used to put up old Christan VHS tapes (e.g. Bibleman), which fits the description of it being a religious-themed kids show, but there's also a lot of sketches, there are 2 that catches my eye one being "Baby Machiavelli" where one of the actors in it vaguely sounds like the narrator in Pink Morning Cartoon, and "Combat Yawn" which claims to be real, despite having the channels name in the video, it also has a VHS aesthetic, but it's way more subtle than PMC.
My conclusion is that unless we get confirmation from someone who worked at Columbus Public Access at the turn of the century, or someone else uncovers a copy, PMC should be regarded as fake*
