In 1996, "The Wire" was screened on the Cartoon Network as part of A Night of Independent Cartoons.
It's not 100% confirmed that this short is plug man since I can't find any screenshots from it, but with the name "The Wire", it'd be a hell of a coincidence if it wasn't it
James Calico has also confirmed that's the short he's remembering, so I've moved this thread to the Lost Media section since we now know the short isn't publicly available.
All I can say about this quick development is a "Wow!".
To be honest, I never thought about the short's true identity being found out so quickly unlike the case with the "Clock Man" short.
I think that all we have to do now is to find someone who has recorded the whole TV special on VHS with the cartoon in it or contact one of the people involved in the making of the special and see if they still have a copy of it.
Despite the frustrations of normal day life we go through, the best thing to do about it is still being happy for our friends and family.

Yeah I'm pretty surprised myself. So far up to now we've been having a pretty fast and lucky search. We wouldn't have even known it was "The Wire" if Captain B. Zarre never dug up that ToonHeads promo. To think about it it's like killing two birds with one stone. ToonHeads has lost media attached to it as well so if we end up finding the ToonHeads special with The Wire intact we just found two pieces of lost media at once.

It doesn't surprise me this was solved so quickly, as it was only 20 years ago compared to Clockman's 40, and Cartoon Network instead of Pinwheel. It's kind of funny they were both out-of-house animations shown by big networks (Nick & CN).

Sorry to make a random joke, but the short's alternative title (i.e. "The Man Plugged Into The Wall") and concept reminds me of Forté's famous line "I'M BOLTED TO THE WALL!" from Disney's 1997 direct-to-video animated midquel/sequel film Beauty and the Beast: The Enchanted Christmas. Even if the sequel wasn't as memorable as the first movie, that line still cracks me up.
But other than that, I can see Plug Man being the Crack Master's nephew and the Clock Man's baby brother like virtuaboi and astrocade said before me, but the Clock Man is jealous that the Plug Man's short's true identity got found out much quicker than his did, in addition to the Plug Man belonging to Cartoon Network and the Clock Man belonging to Nickelodeon. The Crack Master, however, has no ill will towards the Plug Man and wishes for his short to be found soon.
