WWE may have archived the footage somewhere for whatever reason in case the tapes degrade but no one needs to see either tape. If they degrade and it becomes permanently lost forever, then thats how it should be. No one needs to see a man get accidently crippled or watch a man die. The families of the victims don't need to see video of their loved one dying or being crippled. If it would someday get leaked by whoever I hope that they get sued into oblivion for it.

I don’t believe that’s ever been confirmed. Not sure of your age (or maybe you weren’t born or very young then but you already know), but I was a young teenager in 1999, and most hand held recorders (camcorders) were cumbersome and since WWF shows did not allow video recording, it’d likely be very hard to sneak one in.
Some interesting info: there’s a YouTuber by the name purple sky who did a deep dive into the publicly available documents on the Owen hart and Chris Benoit tragedies. She poured through the police reports she was allowed to have and in one of the Owen Hart ones, a detective claims that an eBay user posted a video tape for auction on may 25th 1999 that was titled “Owen hart death tape”. The user claimed it was footage recorded from “the 8th row” of the Kemper arena. For what it’s worth, according to the police document, the tape was never bid on and was taken down before the end of the auction, and the eBay user created his account shortly before posting it. The username is redacted, and the name is very generic (probably a fake name) so no further info on who the user is/was. Just a small tidbit that I don’t remember ever hearing until this excellent YouTube series.
