hello, i'm not really an expert with this lost media stuff, but around 2 or 3 or so years ago i remember seeing a small animated clip (around a minute long) that looked like a kids animated movie with frogs in it. i don't know what it was called. and i dont know what company made it, i remember seeing the video on tumblr.
the video had creepy music in it, not too scary, but it was certainly unsettling. it sort of had the vibe that you were about to walk into a haunted swamp or something along those lines, and i remember that the music had some frog creeks in the backdrop.. the art was low quality. i remember that it reminded me of the playstation movie/"game" animal soccer world. made by dingo pictures. it wasn't the same company (i already looked up to see if they had a frog movie on their website, as to which i couldn't find any. but the animation style reminded me of them a little bit
i tried to re create what the frogs faces looked like from memory here (not the most accurate but i tried my hardest)
the video consisted of a bunch of animated frogs just jumping around onto lillypads and floating logs, they all of them had big smiles on their face. it was 2D animation with no cgi involved. i dont remember any talking in the 1 minute clip
i dont know if im going crazy or what, but i swear to god i remember seeing this frog video somewhere and ive been trying to find at least one clip or the original post for months now, but no luck. i always just get results for low budget cgi frog movies or princess and the frog
i remember the video was from either 2001, 2002, 2003, or 2004.

I know this is not what you're looking for, but there is a low-budget 2D knock-off of Disney's The Princess and the Frog out there released around the same time as that movie titled The Frog Prince(not to be confused with the original Brothers Grimm fairy tale or other film adaptations of the fairy tale with the same name) by the infamous Brazillian animation studio, Video Brinquedo. And it's just as bad as their other output, if not easily one of the worst movies they ever made and released.
Other than that, I don't know where to look for early 2000s animated movies involving frogs like the one you described.

Jeez that looks creepy as heck. It looks like one of those "analog horror" things like Local 58 to me, except that it really was a thing that you could find purchase on VHS sometime ago before RG Jubilee decided to upload it onto YouTube herself.
