Video Comics did not evolve from Video Dream Theater. That was a pilot Geraldine Laybourne took to Nick in 1980, and I’m pretty sure it wasn’t animated. My memory is a bit hazy, but I believe the concept was that kids would submit dreams they had and then they’d pick one for live actors to act out. I know there’s at least one interview where she talked about it. What did come out of that is that she started working for the channel.

If there was animation, it probably had as much animation as a Filmation cartoon in the 1970s, or considering that we're talking about cable channels in the 1970s, even more limited than that(like I'm talking as limited as THIS).
Did those episodes air like that originally? I didn’t watch the show when it was on (or if I did, I was too young to remember it) and I don’t know a lot about it, but I thought all the episodes were made with the shorts originally then later got cut. It happened with Pinwheel previously. Speaking of which, Paramount+ wouldn’t need to edit the shorts out of Pinwheel because cuts without them already exist. I did mention that in another post, but I wasn’t that clear in the one you quoted. Same with Eureeka’s Castle if those episodes were edited because it aired like that on Noggin.
I can't say definitively because my only memories of Eureeka are from when I was literally 6~7 years old. I was old enough to remember the show but without most details. That said, what we've been given so far matches the descriptors of what Season3 was supposed to be, so I don't have any reason to believe they altered the episodes further than they did with the switch to a half hour format that season.
I don't know definitively if the licensed shorts only appeared in the first two seasons (when the show was an hour long format) or if a few made it to season 3 (when it was changed to a half hour format.) As you can already tell, Eureeka's production was messy and I didn't even understand most of these nuances myself until a few weeks ago. We don't even have full episode lists or descriptions for the episodes we have.
I didn't know Pinwheel had already been edited to not include the licensed shorts anymore. If that's the case then yeah, there's no excuse for Paramount+ not to have it on their service. That's just carelessness and nothing more. Hopefully in the next few weeks they get their act together and give us Pinwheel, plus *at least* the rest of Eureeka Season 3 and while they're at it, clean up their other shows (like Clarissa) because right now the episodes are all out of order and some are mislabelled. I'm happy they're giving us something, including shows we haven't had access to in decades, but they need to step it up if they want me to continue to be a paying customer.
