Animated show or movie, character gets wings.

I saw this at on I believe Cartoon Network sometime in the late 2000s to early 2010s, early on a Saturday morning, probably from 9 AM to 12 PM EST.

It was a seemingly 80s cartoon or anime, unsure if it was a movie or a TV show. The animation style seemed to have the He-Man or She-Ra-esque style, where you can tell they were made to sell toys.

The only scene I saw goes as follows. One of the characters had feathered wings, similar to angel, but didn't seem to be angelic otherwise. She seemed to be new to her powers, not knowing how they worked exactly. This was obvious when, to get into an enemy base, she had to disguise herself. To do this, she put on a hooded robe that covered her wings. When she did so, her wings disappeared, as she remarked "Oh, I hope these come back." The environment they were in was rocky and deserted, lots of drab browns.
I specifically remember the visual of a lower shot of her back when she put on the robe. She was pushing a cart of some sort, where I presumed the rest of her friends were hiding to sneak into the enemy base.
I have no idea what this was, any help would be GREATLY appreciated.
