EDIT: I finally watched the tape, turns out it’s the 2008 film City of Ember.
Here's what I remember from the short clip.
. A suitcase containing plans for a city. I think it was grey.
. Men in suits carrying it to man to man.
. A male narrator describing how important the plans where.
And that's all I can recall from it. It was probably pre-2006 since it was on tape.
