I remember watching my mom use this site in the late 2000s. Probably 2007-2009. But only very briefly. I was a child, so I don't remember it well.
The website had a white background. At the top of the screen was a horizontally scrolling menu with an arrow to the left and right. The menu consisted of white squares with red borders, with a 2D cartoon animal or person displayed on each square. One square would be featured in the center, and if you clicked one of the arrows the next square would move to the center. Similar to how thumbnails for shows or movies are organized on the layout of a streaming service.
When you hovered over the cartoon character being displayed in the center, a short animation would play. The main one I remember was a cartoon man, when you hovered over him, he would say "Talk to the hand!", face away from you, put the palm of his hand towards you, and a face would appear on the hand and say "Hello!"
I believe another one was some sort of yellow object with a face, either a pencil or a banana. It may have been the Peanut Butter Jelly Time specifically, with him doing the Peanut Butter Jelly Time dance when you hovered over him. Im not sure of that, because the only animation i remember seeing was the "Talk to the hand!" one, but Peanut Butter Jelly Time was a big thing at the time.
I only witnessed this site very briefly, I saw my mom using it when i came in the room to ask her about something unrelated. I didn't really ask what it was or ever think about it again til i remembered it just now. I was somewhere between the ages of 3 and 5 so my memory is not very vivid.
One theory I have is that this could've been a site for downloading ringtones, because that was a big thing at the time. The audio from the animations could've been the ringtones and the animations associated with them could have just been to draw your eye to them, similar to a Jamster sort of thing but with 2D characters. I'm not sure the site had anything to do with ringtones, so don't take that as a certainty, I just wanted to bring up the possibility.
