This got me thinking of "Santa's Christmas Capers" on ZX Spectrum. Does anyone else remember the melody of We Wish You A Merry Christmas sounding quite like this? I sure don't:

It is considered a song, yes. It certainly has a melody to it. Outsider music in general has vibes that are outside of what most would be used to, like the stuff they'd hear on the radio. The general premise of the "Songs In The Key Of Z" are that of songs from different outsider artists in their own little music scenes, some of which happen to be unidentified. I can see why they would go under the radar, since they're rarely ever captured under professional recording studios. A majority of them are self-taught, after all, so the end result is something not many would consider stellar.

For the record, I don't think it's a horrible or bad song. I just don't get how it had such good reviews. It has no rhythm and I can barely understand what they're saying.
