Okay so as a Semi Dragonball Fan I can kinda try to explain this to the best of my knowledge.
The T.O.P short for the Tournament of Power was well a Tournament made up by the Omni King (basically a godlike child who rules all over 12 universes including the one that Goku was born in) after shenanigans with Goku where all Universes participated with 10 contensts each in order to fight for their Universe’s survival.
Most teams were organized by a leader who was believed to be experienced and knew how to lead a team.
There were also some rules to this which were that you basically couldn’t fly and that you couldn’t heal at all.
Edit: I said for their Universe’s survival because if all contensts were eliminated from a universe (which happens when you fall off the arena, you were tired and couldn’t fight anymore or also you were killed which wasn’t you weren’t really supposed to do, probably should have mentioned that as a rule) The Omni King just straights up erase the universe from existence as consequences of losing.

You also can’t use weapons though for certain characters I will allow this if it’s intergal to the character it is allowed.

-Reviving is Prohibited, but partial healing and limb reattachment is allowed.
-All characters have an increased durability with the exceptions of Team 2
-Surrendering is allowed, but a fake surrender will bench you
-Flying is allowed, but not below the arena or at extreme heights
-Summoning alternate versions of characters is allowed, but summoning stronger versions of said characters is Prohibited
-Reversal of time and time stopping are allowed
-Teleportation is Prohibited
-Elimination is caused by Ring Out, Death, Killing, Surrender, False Surrender, Attacking of teammates or spectators, use of continuous reality warping, flying to high/low, summoning of stronger allies, revival, or use of reality warping weapons.

Also, I feel like the rules should be more specific about what parts of the Toon Force (aka cartoon physics and logic) are not and are allowed, as Uncle Grandpa and Buggs Bunny are practically the definition of that. For example, in a few online conversations I've seen regarding Goku vs. U.G., people kept saying the latter due the possibility of a duplicate walking on-screen expressing pity towards the situation. I know that alternate versions are allowed (I think), but you get the idea.
