Have the people who worked on the film explicitly said this?
No, this is how films are marketed. If they gave a rough cut of a film to every ad maker, there would be so many leaks.
I currently have a thread about another movie in which it seems exactly this happened, since videogames and short clips feature characters that were entirely removed from the actual released movie, so don't be so confident with your attempts to shut this one down.

For video game adaptations they get early drafts, concept art and sometimes get to view an early screening of the movie and in some cases they get clips from the movie to use. Also, I'm not trying to "shut this one down" I'm just trying to correct this misinformation.

Movies are funny. You write a script, you do the storyboard, and when you start putting the movie together you realize some of the scenes you were going to put in just aren't working out. Sometimes those scenes don't make it to animation, sometimes they do, but in the end those scenes end up not being included while the movie is being assembled. Sometimes they're removed as early as storyboarding, other times they're removed as late as final editing, but these deleted scenes exist on their own. They do not come from an alternate cut of the entire film, they're just scenes that someone felt weren't needed and were just left out.
There is no "lost cut" of Megamind to search for. There's probably a few workprints with these scenes in them, but every movie has that. Said workprint would also be missing various sound effects, music, using scratch track audio, probably incomplete animated scenes, definitely not a finished cut of the film.
These are just deleted scenes, that's all. They come from nothing, they were left behind during the making of the movie, like so many others, and were picked back up later to be released as a special feature on a DVD or maybe used in a trailer which are edited during the time these scenes are being considered.

Okay okay I admit it, maybe it was a mistake in hindsight to call this a “lost cut” thread. But there’s no denying it did attract quite a lot of attention it wouldn’t have otherwise had it just simply been called “deleted scenes”.

And tbf, in the case of some lost film threads, the term “lost cut” could be justified if for exampl the original cut was significantly different than what was released, like Flushed Away, The Land Before Time, Event Horizon, Home Alone, Scooby Doo etc.
However, I also think it’s best we don’t dismiss this as “not lost media” since there could still be some interesting stuff to be seen in these unreleased cut scenes, even though it can probably be found relatively easily… I think.
The OP suggested contacting some animators on the film, but if what Ziggy Cashmere had to say about our chances of finding the entirety of B.O.O.: Bureau of Otherworldly Operations leads me to believe, those contact attempts will likely turn up fruitless, and I’m not sure if animators only keep what they worked on directly in the specific case of cut footage (like if the movie got cancelled or the film came out, but they animated a deleted shot/scene, and yes, I’m counting cancelled movie clips as cut footage here, since the film technically got cut entirely), but it’s safe to assume it applies in all cases.
So to ModWalletGuy, your best bet to find these, if contacting crew members overall proves difficult if not impossible, you’ll likely have to resort to workprint trading circles, assuming you have anything valuable to trade. I hear this is really dangerous, so be careful.
Possibly off topic, but because of this thread, I just found the full original script for the live action version of the film, I haven't read it, but I did read the comments, as well as a little bit about it. I was surprised to read that the film was nearly the exact same story wise, with very minor changes, Megamind being called Mastermind being an obvious change, but the most interesting change I saw discussed was about how Uberman (Metroman) actually cusses in the observatory scene, and in the final version, his cusses were replaced with "crap nuggets", to which Mastermind and Megamind, in their respective versions, both respond with "What did he just say?", showing just how much was transferred and toned down.

If I’m correct, I think that’s actually an animated script, and according to YoshiKiller, the live action was just an idea that didn’t make it beyond the pitching stages.
As for the mastermind script… tbh, as neat a find as it may be, it’s actually pretty awful story-wise.
