Who else have you heard of who has it? The only person I know of who apparently has it is the guy who was mentioned in the MAL thread.

You're right, all 5 VHS tapes have appeared for sale on both those sites (Yahoo Auctions listing, Mercari listing), though unfortunately for an absolutely ludicrous 600,000 yen (~$4200 USD). I don't expect anyone will buy this, nor should they. At least we got some additional pictures of the VHS tapes.

If you go to his profile, you can see that I asked him about SSH, and he responded that I shouldn't go and pursue finding the anime because it sucks and I'm just wasting if I buy it. From the episodes I watched I agree that it isn't the best, but I still want it to be found and I intend to continue searching for it as much as I can. All media deserves to be archived, even media that isn't all that good.
It's interesting that some people seem to have access to it however. Even going through Surf Side High School's Kitsu page, you can find multiple people who have watched and even completed it. Maybe it was online at some point and was taken down later on?
Also, if I had to guess, the series was probably released exclusively through rental VHS. All the VHS case pictures I've been able to find for it seem to be rental cases, and it could also explain its rarity and why it has barely resurfaced online despite having a full release. I can't say for certain though, that's just my speculation.
