I'm not going to go looking for something like that, but I could give some insight.
The guy was probably a doujinshi artist or reseller (presumably trying to hide his identity, lol). They're usually sold at conventions for a limited time and with limited copies. A lot of doujin works are probably 'lost media', especially older ones, but most artists wouldn't want their work to be freely available online if it's a source of income for them.
Not all doujinshi are NSFW (it just means that it was independently published) and there are plenty of mainstream franchises that started out being produced that way, such as Touhou. But the one you're talking about was probably manga, an art collection, or fanfiction.
Nowadays, a lot of artists sell both physical and PDF versions on BOOTH.
Some things are better left lost, this is one of them. Sounds like some sort of Japanese version of Rule 34 or a Tijuana Bible. Considering Bluey is a childrens show with children charcters I think it was probably something to the equivalent of Lollicon (Japanese anime child porn) and if so, yeah, no one needs that.
I think this is something we really don't need to see and odds are if it's available physically then there's a good chance it's available online too. For stuff like that from Japan in general you can probably find it for sale on a site that deals in that sort of thing.

I wouldn't be surprised if OP's example is well, risqué. Unsurprisingly there are plenty of naughty furry comics over there. I do remember coming across (from the same site) an 18+ Undertale one starring Toriel and Asgore doing some "forbidden fun."
In case if anyone asks about the latter discovery. It was sheer curiosity than intentional interest. I swear. >_<
The item described would only exist if there is a Japanese dub of Bluey that is popular in Japan. The above mentioned Japanese fan content of Undertale and SpongeBob, for instance, would have been created because both of those pieces of media are very popular in Japan. Personally I have no idea whether there is a Japanese dub of Bluey, but I find it to be difficult to imagine. Have you tried to use the search term of ブルーイー ?

There's a ton of media with western followings that has little to no localized content. It's not as out of the park as you might think. Although I do think we should err on the side of caution searching for this, it could very well be pretty bad.

I'm not gonna look that up either but I've seen the picture of it more than once so if I see it again I'll at least look and see if there's any information on it (like publisher companies) that you could look into

You (probably) won't be able to find an official company behind something like that, more likely an artist or circle (group of artists/writers etc) who got it printed and sold it in-person or through mail order. I've heard Japan has fairly strict copyright laws, but it's not common for license holders to go after indepedent doujin artists, since what they're doing is basically free promo (not to mention, a lot of people within the animation/games industry started out their careers making doujinshi).
