I could totally see it being a Summer Splash bumper. In fact they did so much with that animation set, I wouldn't be surprised if it just used the animation set but wasn't actually from the block. I'm pretty sure Summer Splash content was used here and there during the mid 2000s before it was discontinued entirely.
