I don't remember much but I remember they had a Christmas tree made out of tires and it looked similar to the one seen in the cover of the "A Cars Christmas" book but not quite. I think Mater was really excited about Christmas and there was something about Lightning and Sally celebrating Christmas together. Still can't find any evidence of this actually existing though, so pretty weird.

Again it's genuinely impossible for there to not be news articles about how a new Cars Christmas special was announced/premiered. It's not the 90s where you could say it was in a newspaper we don't have access to, if something like this existed it wouldn't be a mystery, we'd already know. It doesn't exist.
It's basic logic. Cars is a huge franchise, it isn't possible for something like this to just slip under the radar in the internet era.

I'd suggest looking for any other commercials to see if any of them fit your description; particularly ones from that timeframe and that are also Christmas-themed. Since both Pixar and the channel you watched Toy Story on would've been owned by Disney at the time (I'm assuming you were watching ABC in the States?) it'd make sense for them to air a commercial like that to advertise any seasonal goings-on at their parks/resorts during the commercial breaks.
The tire tree part does ring a bell; was there some sort of glittery sparkle where it then suddenly changed into a Car's version of a Christmas tree (kinda like Tinker Bell's magic)?
