Thought I might update on the search for The Little Twins so far.
The Little Twins is an incredibly rare Japanese animated series produced in 1992. It fleetingly aired on Nickelodeon's Nick Jr. block in the summer of 1999, with an English theme song performed by Carly Simon. It later got an obscure DVD release in early 2004. The show is like no other. Centering on two tiny Lilliputian like twins named Petal and Piper, it takes place on an island in a world of similar Lilliputians. It centers around their everyday lives, and their encounters with regular-sized animals. It sounds quite normal, but the animation is...just breathtaking. Unfortunately for old fans, the show has faded into near obscurity. Wikipedia doesn't even have an article for it. Of course, considering its fleeting run in North America, it's likely a lot of people never even knew about it long enough to tape it. The episodes found here are from the obscure 2004 DVD release. Additional episodes can be found on YouTube, but only in Arabic. I will attempt to collect more episodes, but it seems very unlikely that I will find them unless I come across some episodes parents were able to tape.

When I looked at the Croatian VHS listing in Japan it wasn't available but it was available in English. I asked the seller if the VHS had episodes thatweren't on the playlist. He said he would check. I also asked an editor on the Nickstory wiki who has some recordings. There where some sources that said some of the aribic dub was online and when I looked up the "little twins cartoon anime" on YouTube The aribic dub for the whole show was there. Not quite sure if this counts as found media because some sources did quote that aribic episodes where out there but they never said the whole 13 episode series.

I’m actually surprised to hear that. I was 4 in summer 1999 and 3 in summer 1998, so the fact that I distinctly remembered when the show aired made me pretty sure it was 1999 I was remembering, since I have pretty disctinct memories of the 1999-2000 school year (maybe because I watched ZOOM and Dragon Tales pretty regularly during that specific year) but not as much of the 1998-1999 year.
