I think this short was made for Nicktoons not Nickelodeon.
As a gimmick Nicktoons made original series that weren't offered to regular Nick.

Maybe it was made for that particular commercial. I looked at the pictures. In the Spongebob universe they don't wear sunglasses like that at all.
Jimmy Neutron was broadcasted on Nicktoons on July 22, 2002.

Perhaps it's a promo for the Jimmy Neutron movie that came out before the series? I mean, Jimmy Neutron was being hyped by Nickelodeon, why not have it's biggest star promote it by doing "SpongeBob: Re-Hydrated"? Because other than the clip I have found nothing for it.
