Wow, a Netflix series would be so cool! I've been hoping for another Redwall TV show or movie for a long time. Maybe they'll get around to adapting the books that never got a PBS season. There were rumors back in the day that Mossflower was next but of course the show ended and nothing ever came of that.
It looks like there are two full episodes (or close to that) and a couple random segments at the end. I took a look at the LMW article and while many parts of the first one have been found, it seems the second one has got some stuff that is marked as lost.

It does seem like an oddly specific figure for a prop only briefly used in a movie. I have to wonder too if it was originally from something else or if it was supposed to play a bigger part initially.
By the way, when I watched the Whang! video before the mystery was solved, it struck me how the style was reminiscent of something sculpted by Lou Bunin (maker of the "Alice in Wonderland" adaptation where the character in my avatar is from; as you can see the head shape, features, and skintone are similar).

This is because I was watching it circa 1999 and I distinctly remember cast members Pablo and Keiko who were only in Season 1 according to Wikipedia. Like I said, I don't have it on hand right now, but it's somewhere around here and when I find it I will definitely transfer it.

I've actually been watching the 1996 Casper cartoon (otherwise known as The Spooktacular New Adventures of Casper) lately and have noticed that certain episodes are difficult, if not impossible, to track down. I do remember watching it as a kid, but on the VHS releases and not TV so there's nothing of it I've got that isn't easy to come by. I find it to be a very enjoyable show and I really hope more will surface.
I thought it would be interesting to make a thread about media (usually from childhood) vaguely remembered, then searched for and actually quickly found. So there was ultimately no need to post in the Unidentified Media section of this forum.
For me, I had memories of a VHS tape I rented as a kid which was done in claymation. All that stuck with me was a rabbit singing something like "Brussel sprouts taste like worms!" So I did a search for that phrase and it turned out to be from an obscure 1993 Easter special called Follow That Bunny. The lyrics in the song were actually "Brussel sprouts, wake up worms!" which actually is stranger than what I even remembered. Apparently the rabbit was frustrated with his job of having to paint brussel sprouts on Easter eggs and wake up worms in the spring.
Ah, man. Yeah, there's so many episodes of "Zoom" from Season 1 missing...
I found a PBS programming break that shows the first few seconds of one, I think it’s episode 122. Hopefully they still have it.

I totally get that this movie is a disappointment to many compared to the original Secret of NIMH (which I definitely agree is far superior). But it was one of my favorites as a kid and really, if you judge it as a standalone film with no connection to its predecessor, it's not that bad. No different than any other direct-to-video cartoon of the '90s. Cheesy and nonsensical at times, yes, but a cute story.
This does sound a lot like Cats Don't Dance to me, even down to the checklist. The main difference is that the character who was the main antagonist in that film was a human girl, not another cat. The story also didn't involve opera. If this is another movie, I am intrigued as it sounds like something I'd be interested in watching.
If by "case" you mean lost media searches that are (in)famous...
Though nothing ultimately came of it, I find the search for A Day with SpongeBob to be rather fascinating due to the strange twists and turns it took, and that to this day the whole thing is still kind of shrouded in mystery. The YouTube videos on the subject are quite interesting.
As for searches that actually yielded results, Cracks and Clockman are really cool because I think most anyone can relate to watching an odd obscure cartoon during childhood that sticks with you for whatever reason. It's especially amazing that Clockman managed to be unearthed because there was not much to go on.
I'd say definitely yes. A prime example I'm aware of is some of the early Chuck E. Cheese Pizza Time Theatre animatronics for which no cosmetics have apparently survived. One in particular I (and many others) would really like to see resurface is Foxy Colleen.
