I couldn't find that any Digimon games that were released on N64, but could you be thinking of en.wikipedia.org/wiki/Digimon_Rumble_Arena, It was in released in 2001 on PS1 so it is in the same timeframe at least.
My biggest issue is not so much the media not being released at all (for the reason outlined by other posters), but I do get really annoyed at companies that release only in certain regions. Disney is one of the worst at this. I have 3 TV series from the 00s (so quality of the original should not be an issue) that I love and this is the availability of them on iTunes is as follow:
Dave the Barbarian - Not Available, Fillmore - Germany, Kim Possible - USA, Germany and Great Britain
This is random and extremely annoying as I have no legal way to buy content that others can.

I am thinking that might not be any help. WorldCat often has out of date listings and items are no longer available. Looking at the university's actual catalogue they don't have any recordings of any Mister Rodgers' eps listed. However the library does have an online chat service(https://www.library.pitt.edu/help-hillman) to talk to staff. Being in Australia I would struggle to find a time that I can get in contact but someone could get on and ask, perhasps including this World Cat link in the chat.

Yep definitely just an article about film and not the film itself, however the recent publication date is a good sign of continued interest. the article abstract does describe it as a 'lost film', but at least we have some extra info and names to investigate.
The second thing I'm trying to remember is this show where kids went through this obstacle course; they had to collect things as they went and at the end I'm pretty sure there was a big slippery dip. That's all I remember of that one. Probably aired in the late 90s also.

Was the game show possibly en.wikipedia.org/wiki/A*mazing, finished airing in 1998, but I can remember watching repeats after this as well, that is the main game show I remember from back then.
Peludopolis by Quirino Cristiani gets my vote as it has such great historical and cultural value, not to mention that the style is so distinct and different to what is now seen in animation.
