I recently contacted the Walt Disney Archives about the show. They said they'll take a look but they also mentioned that there was another division in the company that I could contact about the show (perhaps to get a copy!) but I forget what division it is. Regardless, I emailed them.
Knowing how Disney handles my emails after contacting them for Breakfast with Bear, we should expect a response within about four months.

I got about 30 VHS tapes, with some episodes of Breakfast With Bear. My uncle bootlegged this show, and a couple of other old cartoons from TV a long time ago and sent them to me. imgur.com/a/aE8gx Got a VHS player, but no capture card or DVD recorder to get the digital signal. I might try to record it, with my camera, or phone or something, for now.
We'll take what we can find, but you can also use VLC and hook the VCR up to a computer.
In the Spongebob season 2 episode Shanghaied, during the original airing viewers could call in and vote on the ending of the episode out of who got a wish; spongebob, patrick, or squidward. Patrick and Squidward lost the voting and their endings were played first after a short clip of Patchy saying they lost. Afterwards spongebob's ending was played, once more after a clip of Patchy the Pirate, this time saying the winner. These would have been pre-recorded and aired according to the voting results, so could a clip of patchy saying Spongebob lost the voting theoretically exist? How about a clip of Patchy saying Squidward or Patrick won?
I've considered trying Tor in my search for various pieces, but I'm still new to the browser. Where would one begin? Could someone help me out here? Has anyone tried to use the Deep Web for it before?

Re-Hydrated may have just been some promo stills for all we know. When I contacted CH Greenblatt, who was working on SpongeBob around the time, he didn't recall the "short" being made.
