So it was called Noddy in Toyland in the UK, correct?
I thought I remembered it airing before CBBC's (before it split into CBBC (7+) and Cbeebies (0-6)) birthday card slot. And I was right.
There's quite a high chance of these turning up, because if people recorded the presenters reading out the birthday cards either for memories, or the kids were starting nursery (kindergarden for you Americans), they would need to record both Noddy and the show following the birthday card slot if they were out of the house. (VCR's in Europe didn't really have timers, each show got a code to enter in the VCR that would automatically record the show). But the birthday card slot didn't have a code as it wasn't a proper show - therefore the need to record both Noddy and the show following the birthday slot.
I tried asking the user a few months ago and they still haven't uploaded the episode they had. They also have an episode of another lost show, Itsy Bitsy Spider. And since this has the credits, maybe bennyfan2016 can identify which episode this guy has?

Bumped up to add some great news. The Tooth Fairy, an episode that used to be on YouTube but got removed, is back again! I guess it's best summed up by one of the show's episode titles itself, "Something's Lost, Something's Found" (which the user also uploaded along with To The Rescue, but those two were already online to begin with).

Have y'all contacted TVO yet? I'm not entirely sure about shows they didn't originally produce, but they do keep good records...well, physically at least.
When I was working on the entire thing with Beezoo's Attic, they told me that they did, in fact, have the reels stored in their company archives. However, they are VERY slow with digitizing their materials, which is honestly a shame.

I received a response from TVO. They do in fact have an archive of old shows that aired on their network but there not allowed to release or sell any of the content that's not their property. They suggested we reach out to the show creators and production company directly. Series creator Rick Siggelkow has not responded to my message yet. I'm going to try and reach out directly to Enid Blyton and her production company for some luck.
So you're pretty much out of luck. I would suggest buying old VHS tapes and looking to see if they have the episodes on them, or to ask people who watched the show as a kid. Also, I found a DVD listing which may contain lost episodes of the show. When I contacted them, they said the DVD had some episodes of The Noddy Shop (I specifically asked for "the Noddy show that's live action and has puppets"). They didn't say which episodes, though.
I have confirmation from Squeaky Robot on YouTube that nothing is lost, just unreleased due to legal issues:
“I am very good friends with Dennis Scott and there are still legal issues with the music even if he were to put them out. I can confirm that all tracks and episodes survive - therefore they are not lost. The whole 'lost media' thing should only apply if they do not exist in archives - not if they're not publicly available online. Dennis does not intend to publicise the rest of the tracks until he gets full rights to them and we do not know when that would be. If I had rights to Noddy, I would put everything out. But rest assured, none of it is lost and it still exists in full.”
“Thanks for understanding. This is my normal account. Dennis is fine with my remixes as he finds them amusing. I preserved all 65 episodes and the Christmas special for Rick Siggelkow a while ago. We can’t do anything unless Dreamworks lets us. But oh well. It was a joy to work with them and fantastic that they all survive. I hope one day the original series can be brought to light once again.”

If Rick does get permission from Dreamworks, maybe they'd upload it on YouTube like they did with Toyland Adventures, which just showed up out of nowhere on the Noddy YouTube Channel. Heck, Dreamworks has been claiming episodes of "Lamb Chop's Play-Along!" (another lost PBS show) recorded from KTV according to the page for that show on the wiki, but not taking them down, meaning they could have plans to put it on YouTube. Even Astro Farm, a more obscure show than TNS, showed up on one of those kids' channels that upload episodes (it was on WildBrain's Brum channel, for some reason). So let's cross our fingers and hope it comes back if they work out a deal!

That was on the wiki page for Noddy Shop. Can someone download it to see which episodes it has? And I also found this on Discogs. It's a listing for a Noddy Shop CD, but there's no audio files listed.

Those appear to be just the Noddy vignettes rather than the whole episodes themselves. It’s very interesting to see that there was a promotional soundtrack made. We should try looking and see if someone has it for sale

Hmmm...those appear to be episodes of the 2009 CGI series...but the "Halloween Episode" might be "We All Say Boo!", since I don't remember any of the standalone series having one, and the episode is about Halloween according to the official description:
It's Halloween, and the children talk themselves into a fright—only to discover that there is nothing to be afraid of. In Toyland, Noddy and Tessie Bear imagine all sorts of scary things in the dark, but discover in the light of day that it was all in their imagination.
And the show was called "NODDY" in North America, and sometimes Noddy Shop clips are labeled as Noddy (I saw a clip where the puppets had an argument over a cake labeled as Noddy and not The Noddy Shop). Maybe someone can download it and see if it IS "We All Say Boo!"?
Those are only clips from the show though. He provided much higher quality versions to Squeaky Robot on YouTube to post however they have other song lyrics dubbed over them to prevent legal issues.
