So, my mom was talking to one of her best friends. Apparently her friend's sister-in-law's biological daughter was a cast member in this old Treehouse show from the 1990s called "Wonder Why?" as a kid, and that person turned to my mom's friend knowing that her friend's (my mom) son was an archivist and member of the Lost Media Wiki. It was local to Halifax, Nova Scotia (my hometown) apparently. The only two shows I could find similar to that don't fully match the description, as they are both from Ontario (presumably).
The first one, simply known as "Why?", was from the same company that produced "Funny Farm", "I Can Do It!", "Wanna Play?", and "Grandma, Look What I Found", but also doesn't match because it was on TVO, and it premiered in 2000 (although it does have a copyright date of 1999, according to the ARI Music website). Chip Taylor Communications also owns this show and has it on their website (Although it is renamed "Children Ask Why"). www.chiptaylor.com/children_ask_why.html
That one seems to be the more likely one, as some memories of channel and airdate/production could be scrambled.
The other one, "Ask Me!", was on Treehouse TV (rerunning for about 13 years, in fact), but that didn't premiere until 2004. There are tons of episodes of that on YouTube, and I believe that it still reruns on Qubo in the United States.
Then again, it might be neither of these, as Treehouse programming from the 1990s are very poorly documented, due to no logs being available until February 2000, and the only thing showing what was on being old news articles and an old promotional video from 1997 that was uploaded to YouTube that got taken down (I salvaged it, however).
Then again, it could've been on YTV's The Treehouse (which ran from 1994 to 1998).
