Weird movie I watched as a kid, possibly on Disney channel

I remember watching a weird movie on TV, back when I was a little kid. I was about 5-6 years old. It had to be around 2004 or 2005. I only remember a few scenes from it. I will do my best to describe them.
The people I remember in the movie were African American. There was this guy who had a really long, string-like neck. His neck kept wiggling in a cartoonish manner. As it did this, the guy was just smiling. After that, it showed this other man watching him. The man watching him looked freaked out. After that, the man walked away. In the next scene, it showed the man speaking to this woman. He might of been telling her what he saw. I'm not sure. I faintly remember him saying something like , "It's for real." I also think the woman was lying in bed.
That's all I remember. And just to be clear, it wasn't a cartoon. It looked like a wacky, live-action comedy. I talked to somebody on Reddit, and they said they remember watching a movie like this on the Disney channel. They can't seem to figure out what it was either. I'm not sure if that's where I watched it, but it's a possibility. I know the movie exists because my mom remembers watching a movie like that as well. The only thing she remembers is the guy with the cartoonishly long neck. I've searched everywhere, but I can't seem to find this movie. Can somebody help me find this movie?
