I just realized something. Couldn't this be considered an orphan work? No one, including the rights holders, have any idea who owns it. That might solve the problem of UCLA needing the copyright owners permission. I'd get in contact, but I don't want to sour my relations with them since I plan to attend UCLA for library and archival sciences.
