This person never posted anything else. Toontown wasn't even released until June 2003, and if there were any files released to the public at that time, they would have been promotional in nature.
However, I did manage to find a couple of videos supposedly showing some environment models from the 2003 release, which might be what the original poster was talking about. It also seems to support the idea that Toontown did have some files from 2001 packaged with the data for the final release.
These models seem to have issues with normals and culling, preventing them from being viewed as regular 3D models. This might have also been done to save space. Further research may be needed to determine their legitimacy and how the files were recovered. There also may be some other bits of data with the Toontown environment files.
I wonder if it would be possible to stitch adjacent room files together to make a "complete" version of some of these locations.
Edit: Upon further examination, it seems that Toontown was in beta testing in 2001, meaning the public could have had files from that time if they backed them up somehow. I redact my statement about the original poster being misleading.
I think a good place to start would be either the Toontown Rewritten team or Jesse Schell. Considering how supportive Schell has been of TTR, it'd make sense they could potentially have access to those earlier files.
I believe its unlikely TTR would have the 2001 files. Jesse Schell could have them though.

Jessie Shell has stated multiple times that he does not have the beta files. If he did, he wouldn't be able to give them out due to copyright reasons.
TTR does not have them either, as they are running off of the 2013 files (game's last public release)
I have been searching around old Toontown websites from 2001-2002 and the only file I have managed to find was a late 2002 installer and a installer log from 2001 or early 2002.
The official toontown websites have nothing as the installer/launchers were kept on different servers. The Wayback Machine can not access these websites because of the archiving software not being on Windows.
One place we might find them would be some type of internal CD at Disney, some website that we have never heard of, or a former beta tester.
While searching through the internet for a possible lead, I came across a thread on Arts Technica (hope I spelt that right).
The thread is from February 2002 to April 2002 (right before they closed testing for Beta 1). Some of the users on that thread are still somewhat active on the fourms, and some have links to social media accounts.
I contacted some of the members to ask if they still had the files, but none have replied yet.
Results on searching through the Internet Archive have mostly been unsuccessful. I managed to access the download server from late 2002, however clicking on the phase files it brings a dead link.
I can try to download some more of those websites.
I believe the only way you're gonna find any beta files is from somebody who has it on their old late 90's computer. Disney shut down all Toontown servers-- including all download servers.
You might be able to find beta testers on www.mmocentralforums.com/ (formerly toontowncentralforums) as this was the most popular Toontown fansite back in the day.
I have already asked some people on MMO Central, no response yet. I did manage to download a installer from the fourms (when it was still called Toontown Central) using the Wayback Machine, but it was an already found installer. I'm gonna ask more people on the Arts Technica thread to see if they have them, most were tinkering and "reverse engineering" the game in the thread. I have also recovered a .cab file from Toontown's servers, however it is an installer for the ActiveX Control used to download/launch the game. I can not get the file to work.

Sorry, I do not. I installed Toon Town Rewritten and those are the only files I have. Iβm not sure local files contain must data compared to server side anyway.

Maybe someone can take a crack at contacting Joe Shochet who was the "lead designer and developer" for Toontown.
