The research I've done: I've checked for Vince Browns all over Google. I found none that seem to fit the description or seem like they would make bootleg Teletubbies anthems, I've intensively Googled Tubby Anthem and found NOTHING except for references that it exists.
To do: contact someone who worked at Childline at the time, see the newspaper that was cited in the Wikipedia article, check Bing, Yahoo, Ask Jeeves e.t.c. for more info.
